3. RULES
3.1 The Regatta will be governed by the
rules as defined by the current Racing Rules of Sailing 2009 -2012 (RRS),
the International Sailing Federation (ISAF) Special Regulations Governing
Offshore and Oceanic Equipment and Preparations, including the latest US
SAILING Prescriptions as changed by LMSRF Area III, LMPHRF, and ORR as
administered by US SAILING for Great Lakes racing when used as a scoring
overlay. In case of conflict between this Notice and the Sailing
Instructions, the Sailing Instructions shall prevail. This changes RRS
63.7.
4. ELIGIBILITY AND ENTRY
4.1 COMPETITORS ELIGIBILITY REQUIREMENTS
The races listed in Section 2 of this Notice (2009 Schedule of Events) are
open to sailboats entered in accordance with RRS 75 (Entering a Race) whose
owners or charterers are individual members of US SAILING, and LMSRF and
registered in the Area III database.
4.2 ADVERTISING
This Regatta is subject to advertising restrictions as defined in ISAF
Regulation 20.
4.3 REGISTRATION
A formal registration received by the LMSRF/Area III office is required for
all entries. Boats may register under the classes and/or the handicapping
and rating systems described in Section 3 of this Notice. A completed
registration consists of the following:
4.3.1 Submission of a LMSRF/Area III 2009 Registration Form.
4.3.2 Payment of a one-time $10.00 Area III registration fee and a current
LMSRF membership
4.3.3 A PHRF Class entrant must submit and have on file a copy of both
sides of a current valid LMPHRF Rating Certificate prior to the entered
race. Noncompliance will result in the entry not being scored.
4.3.4
An Area III One-Design entrant must be a current member of its one design
class and in full compliance with their applicable class rules. Specifically, the following one design
classes must be in compliance to the following class rules:
· T-10 – must comply with the rules
of the National T-10 Association and the local rules of Fleet Number
2 (also known as The Local Rules of the Chicago T-10 Association). In the event of a discrepancy between
these rules, the local rules shall apply.
· J/105 – must comply with the
J/105 Class Association Rules.
· Beneteau 36.7 – must comply with
the Beneteau First 36.7 North American One-Design Class Rules
· Beneteau 40.7 – must comply with Beneteau
First 30.7 North American One-Design Class Rules.
Non-compliance will result in the entrant not being
scored. In addition, for the
following one-design classes, the “measurer” for all Area III events (as
set forth in RRS 78.3) shall include, in addition to any other measurer for
these events, the following persons for each indicated one-design class:

T-10
– The T-10 fleet captain and/or the measurer of the local T-10 fleet or
their designees.
·
J/105
– The J/105 fleet captain and/or
the measurer of the local J/105 fleet or their designees.
·
Beneteau
36.7 – The Beneteau 36.7 fleet captain and/or the measurer of the local Beneteau
36.7 fleet or their designees.
·
Beneteau
40.7 – The Beneteau 40.7 fleet captain and/or the measurer of the local Beneteau
40.7 fleet or their designees.
4.3.5 If a club
chooses to use ORR as an overlay scoring system, a copy of a current ORR
Rating Certificate is required to be on file in the Area III office for each
boat wishing to be so scored, plus a charge of an additional $15.00 scoring
fee for each day’s race so scored.
4.4 RACE ENTRY DEADLINES
The entry deadline is 1000 CDT Friday preceding the race week end, EXCEPT
for the Tri-State Weekend, September 5~7, 2009 where the deadline will be
1800 CDT Wednesday, September 2, 2009. A late entry will be allowed up to
1000 CDT of the race day of the racing weekend only on-line (for previously
registered boats) by the use of a credit card, plus an additional $50.00
late charge added to the race entry fee. If no entry fee is required, the
$50.00 late charge still applies.
4.5 WITHDRAWAL & REFUND POLICY
You can withdraw from any race entered, by completing the Withdrawal &
Refund Request form and submitting it to the LMSRF/Area III office by 10am
on the Friday prior to the race weekend from which you are withdrawing (for
the Tri-State, turn in the form on the Wednesday before the race). You will
receive a full refund less a one-time $15 processing fee AFTER September
30, 2009.
5. SAILING INSTRUCTIONS
The Area III General and Special Sailing Instructions have
been published in the 2009 Lake Michigan Sail Racing Federation (LMSRF)
Year/Racebook which is posted on the LMSRF web site at http://lmsrf.org/area3_03.asp
and http://lmsrf.org/area3_05.asp. The General Sailing
Instructions at this location will be finalized on May 9, 2009. Any posting
on the web site before May 9, 2009 is unofficial. Special Sailing
Instructions for the first half of the season at this location will be
finalized on May 9, 2009. The Special Sailing Instructions for the second
half of the season at this location will be finalized on May 31, 2009.
Unofficial paper copies of the 2009 Year/Racebook are available for
purchase, call the LMSRF office to order a copy. All other postings,
whether on a club notice board or club website or e-mailed or any printed
copies are unofficial.
6. RACING AREA
6.1 The Buoy Racing Area is shown in Appendix 1 of the General
Sailing Instructions of the LMSRF Area III Racebook Section.
6.2 The Port to Port starting and finishing locations are shown in Appendix
1.
7. COURSE
7.1 The courses will be as described in the LMSRF Area III
Racebook Section under General Sailing Instruction 12: COURSES, and/or the
Special Sailing Instructions.
8. EQUIPMENT
8.1 For all closed course races, a boat shall be equipped in
accordance with Category 4 of the International Sailing Federation (ISAF) Special
Regulations Governing Offshore and Oceanic Equipment and Preparations, including
US SAILING Prescriptions.
8.2 For Port to Port races (except for the Waukegan Race Weekend which is
Category 4), a yacht shall be equipped in accordance with Category 3 of the
above named Offshore Special Regulations as changed by the LMSRF Area III.
8.3 International Sailing Federation (ISAF) Special Regulations Governing
Offshore and Oceanic Equipment and Preparations. Including US SAILING Prescriptions,
as modified by the Organizing Authority, will apply to all offshore yachts,
except for boats in the T-10 class which will be equipped for
Category 3.
9. SCORING
9.1 The Low Point scoring system of Appendix A
in the RRS will apply using the following definitions:
“REGATTA” is defined as the results of each day’s racing. “SERIES” is the
name for one or more races whose results will be calculated according to
the scoring instructions for that series.
9.1.1 NUMBER OF RACES
The number of race days scheduled is stated in paragraph 2. The number of
completed races to constitute a series shall be stated in the NOR and
Sailing Instructions of each particular series that is dependent on Area
III scheduled races.
9.1.2 SERIES SCORES
Each boat’s series score, including throw outs, shall be as stated in the
series NOR.
9.1.3 LMPHRF
The corrected finish time is the elapsed time in seconds, minus the LMPHRF
handicap multiplied by the length of the race. (tc = te - (d times h),
where tc is corrected time, te is elapsed time in seconds, d is distance in
nautical miles and h is the yacht’s LMPHRF handicap. (This formula
represents time on distance scoring).
9.1.4 ONE-DESIGN
When racing in a One-Design class, the boat shall race without a handicap
certificate and be scored by order of its finish. Each boat will be scored
by their elapsed time within its Class, the lowest elapsed time wins.
9.1.5 ORR
When a Club uses ORR as an overlay scoring system, the corrected finish
time is the elapsed time multiplied by the ORR Time-On-Time Coefficient (seconds/second)
minus the course length, multiplied by the ORR Time-On-Distance Coefficient
(seconds/mile). The ORR course type will be defined in the Special Sailing
Instructions.
10. PRIZES
The Special Sailing Instructions found in
the LMSRF Area III Racebook Section details the major prizes awarded for
each race. The Organizer’s prizes for each Class of the race day for the
Port-to-Port will be based on that one race. For Buoy races, prizes for
that day will be determined by the lowest total score for all races sailed
that day for each Class. Race day prizes for both Port-to-Port or Buoy
races will be awarded according to the following table of starters in each
Class.
