2009 Boat of the Year
Amendment Clarifying Notice of Race
Paragraph on SCORING
The following replaces previous paragraph on Scoring in the 2009 BOY Notice of Race.
Scoring: Scoring shall be by class and shall be limited to boats entered in the championship, however, other boats in the race will effect the scores. The scores for boats entered in a race will be the same as scored by the race organizer. A boat not entering a race listed in their series (DNC) will be scored as the race organizer would have scored a DNC. (This changes RRS A9) The low point scoring system as set forth in Appendix A of the Racing Rules of Sailing will apply subject to the following modifications:

Finish Line: Finish line will be at SA 8; N 41.56.29 Latitude and
W 87.32.73 Longitude.
The Race Committee Boat will be on station and transmitting broadcasts
on channel 78.A guard mark may be set; boats may not pass between
the guard mark and the Race Committee boat.
Finishing: See GSI 17. When approximately one mile from finish,
each yacht is asked to notify theRC on channel 78. Sail boards will
be posted on starboard. Finish Mark will be a West Marine Neon Yellow
Tomato.
Committee Boat will stay on station until 2300 hours CDT; after
that please take your finish time with the boat in front and boat
behind and fax it to JPYC @ 773-499-5850. (Use the Lat and Long
mentioned above)
Alternate Finishing: Whenever the RC boat is not on station at
the finish line, boats shall follow theprocedure outlined in the
US Sailing prescription to RRS 34, as modified below to report their
finish time. In such case the RC shall broadcast the change on Channel
78 starting after 1200 hours (CDT) on 9/6/2009 at approximately
30 minute intervals thereafter. The last sentence of the US Sailing
prescription to RRS 34 is modified to read "If there is no
longer an established finishing line it shall be a line of Longitude
bounded by two (2) lines of Latitude as listed below:
41.56.39 and 41.56.29 Latitude and W 87.32.73 Longitude
As each yacht crosses the finish line they shall notify the RC
via cell phone at (773) 251-1983, of theirfinish time (GPS CDT time).
Time Limit: Shall be 0300 hours (CTD), 9/7/2009, plus the amount
of any postponement to a class start. This changes RRS 35. Have
all reports faxed by 1700 hours of 9-7-2009.
Changes to the SSI’s will be announced on the water via channel
78 prior to the start of the race.

Awards: Brag flags will be awarded for the first three finishers
of each section at the CYA Ball.

The following change is hereby made to the Special Sailing Instructions of Area III for the 2009 Edwin Reinholtzen Spring Opener (May 23, 2009).

Course: Metro Olympic Course with Fixed Marks per GSI 12. An Olympic course is located around the Starting Area SA1. Eight marks are located at 45º intervals in a circle around the central mark starting from 000º through 315ºT. They are designated "N", "NE", "E", "SE", "S", "SW", "W", and "NW". The color of the mark located at the "S" points is red on top with a white stripe. The color of the remaining marks are white with a orange stripe. The color of the mark located at the center is solid red. The Race Committee shall fly code flag "E" or "Q" to designate a course as outlined in the diagrams. Additionally, the Race Committee will use English language letters on a placard to indicate the first mark of the course. The Race Committee may choose to drop an inflatable mark to designate the starting and finishing mark per GSI 12. When using an inflatable mark as the starting mark, the Race Committee shall set the starting line approximately 0.20 to 0.25 nautical miles to windward or leeward of the starting area mark.

The following change is hereby made to the General Sailing Instructions of Area III for the 2009 racing season.
The following text replaces the original 19.2.5 in its entirety. Please note accordingly. The official updated version of the General Sailing may be found online at http://lmsrf.org/area3_03.asp
19.2.5 Notwithstanding any other time limit stated in these General Sailing Instructions, the Notice of Race, or RRS 61.3, for any protest relating to the violation of any one-design class rule brought against a boat by the Race Committee on behalf of any One Design Fleet's measurer as provided for in RRS 78.3 and the last paragraph of RRS 60.2, or any Protest Committee, the time limit for filing such a protest shall be as follows: the later of (1) 3:00 pm (Central Daylight Savings Time) on the fourth business day after the race in question, or (2) 3:00 pm (Central Daylight Savings Time) on the seventh business day after the race in question when a measurer informs the race committee of a violation. In the case of a protest by a race committee as set forth in the last paragraph of RRS 60.2, the protested boat shall be informed at the first reasonable opportunity after the protest is filed.
