SAILING INSTRUCTIONS

 

1        RULES

 

1.1           The organizing authority (OA) for the 2000 Richardson Cup Regatta is North Cape Yacht Club (NCYC).

1.2           The regatta will be governed by (a) the current Racing Rules of Sailing (RRS), including RRS Appendix C, (b) the prescriptions of US SAILING, (c) the Yacht Racing Union of the Great Lakes amended Deed of Gift (1967) for the Richardson Cup, (d) the Notice of Race, including amendments, and (e) these Sailing Instructions, including amendments (SIs).  When there is conflict, the SIs shall prevail over the Notice of Race.

1.3           The regatta is classified as a Category A event.

1.4           Add to RRS 42:  “The use of the shrouds to facilitate roll tacking or gybing, or use of the shrouds above the lower turnbuckle to aid the projection of a crew member outboard, is prohibited.”

1.5           Whenever RRS Appendix C requires a boat, the Race Committee (RC) or umpires to display a yellow flag to identify a boat, an orange flag shall be displayed instead.  (Changes RRS C3.1, C3.2(b), C4.1 and C5.2(b).)

1.6           RRS C6.3(b) shall not apply for an infringement of RRS 14 resulting in damage.  A boat that breaks RRS 14 and damage results shall be scored DSQ for the match in which the damage occurred.  For any subsequent infringement of RRS 14 by the same team the penalty will be at the discretion of the jury and may include exclusion from further races in the event.

1.7           The penalty system to be used will be RRS C9 (delayed penalties).

1.8           Ties will be broken in accordance with RRS C13 (first applying RRS C13.2, then C13.1 if necessary) except that the first sentence of RRS C13.1 is changed to:  “Ties shall be decided by draw only if a sail-off is not practicable.”   (Changes RRS C13.1.)

 

2        ENTRIES AND ELIGIBILITY

 

Eligibility will be determined according to the Notice of Race.  To remain eligible competitors must complete registration, pay the US$350 entry fee and make the required US$500 damage deposit, all within the time required by the Notice of Race, unless extended by the OA.

 

3        NOTICES TO COMPETITORS

 

Notice to competitors will be posted on the Official Notice Board located in the entrance of the NCYC clubhouse.

 

4        CHANGES IN THE SAILING INSTRUCTIONS

 

4.1           Any change in the SIs will be posted before 0800 hours on the day it will take effect, except that any change in the schedule of races will be posted by 1800 hours on the day before it takes effect.

4.2           Oral instructions on the water shall be prescribed only by the Principal Race Officer and shall be relayed to competitors only by the Chief Umpire or by the Principal Race Officer.

 

5        SIGNALS

 

5.1           Signals ashore will be displayed from a flagpole on the south side of the NCYC clubhouse.

5.2           When displayed ashore, flag “AP” with two sound signals (one sound signal when lowered) means “The race is postponed.  Do not leave the harbor.”  The time of the warning signal will be posted before the lowering of “AP”.

5.3           No Spinnaker Signal:  When flag “Z” is displayed from the starting/Finishing line RC boat, spinnakers may not e used.  When flag “Z” is hoisted alter the start, it applies only to subsequent legs of the race.  Two sound signals will be made if flag “Z” is hoisted after the warning signal, but none if hoisted before.  One sound signal will be made when flag “Z” is lowered, and spinnakers may be used thereafter.

 

6        SCHEDULE OF RACES AND ORDER OF STARTING

 

6.1           The event is scheduled as two continuous round robins with the second to follow completion of the first.  In each round robin, each team is scheduled to sail one match race against each of the other teams in turn, according to the pairing list(s) to be issued by the RC.  The initial pairing list for the first round robin will be issued at the first competitors’ meeting.  See SI 6.2.

6.2           The race days are scheduled as August 26 and August 27.  There will be a competitors’ meeting in the NCYC clubhouse at 0800 hours on each race day.

6.3           The latest time for an attention signal on August 26 will be 1700 hours.  The latest time for an attention signal on August 27 will be 1500 hours.

6.4           The number of races to be sailing each day will be determined by the RC.

6.5           The RC may terminate any round or the event when, in its opinion, it is impractical to attempt to hold the remainder of matches under the existing conditions or in the remaining time scheduled.  Early rounds may be terminated in favor of later rounds.  No decision made under this SI shall be grounds for redress.

6.6           The intended time of the first attention signal each day will be announced at the morning competitors’ meeting.

6.7           Each subsequent flight will be started as soon as possible after the previous flight.

6.8           When a match cannot start at its intended time, the signals and starts of the following matches will remain as originally scheduled, leaving a blank start for the pair not starting.  No starting sequence flags will be displayed for a blank start.

 

7        ASSIGNMENTS OF BOATS, SAILS AND FLAGS

 

7.1           The boats for the first flight of the regatta will be drawn at the competitors’ meeting on the first race day.  Boats to be sailing in subsequent flights shall be according to the pair list.

7.2           Spinnaker assignments will be decided by draw at the competitors’ meeting on the first race day, and the assigned spinnaker will remain with the competitor that drew it throughout the regatta.

7.3           The RC will provide each team with a set of boat-identification and signal flags at the competitors’ meeting on the first race day.  That set of flags shall remain with the team to which it is provided (i.e., taken from boat to boat) throughout the regatta and turned in to the RC upon returning to NCYC after the last race of the regatta.

7.4           When the RC decides that a boat should not b used for any reason, the team assigned that boat will be given temporary use of another boat selected by the RC.

 

8        RACING AREA

 

The racing area will be approximately one (1) nautical mile (nm) from the NCYC/Toledo Beach Marina entrance on a compass heading of approximately 110.  Competitors’ are cautioned to sail approximately 100 yards beyond the entrance and to return to harbor using the reverse due to shallow water on either side of the channel.

 

9        THE COURSE

9.2           The course will be:  Start – W – L – W – Finish.  Marks W and L will be rounded to starboard.

9.3           The starting/finishing lines shall be between a staff displaying an orange flag on the stating/finishing line RC boat on the starboard end (as viewed from the pre-start side of the line) and the course side of a nearby orange tetrahedron on the port end.

9.4           Mark W may be sifted, without signal, before the preparatory signal.

9.5           The length of the first windward leg will be approximately ½ mile or less.

9.6           RRS 32 is deleted and replaced with:  “After the starting signal, the RC may abandon or shorten any match for any reason, after consulting the match umpires when practical”.

 

10    MARKS

 

10.1       Marks W and L will be orange tetrahedrons.

10.2       A replacement mark will be a yellow tetrahedron.  See SI 12.

10.3       The starting/finishing line marks are described in SI 9.3.

 

11    STARTING PROCEDURES

 

11.1       Competitors will be signaled that a flight is about to begin with two sound signals approximately one minute before the attention signal for the first match in that flight.

11.2       The next flight number will be displayed on a placard or chalkboard on the starting/finishing line RC boat before or with the attention signal for the flight.

11.3       A boat fails to start within three minutes after her competitor has started shall be scored DNS in that match.

 

12    CHANGE OF COURSE AFTER THE START

 

12.1       When changing the course after the start of any match, the RC first will lay a replacement Mark W, which shall be a yellow tetrahedron, and then lift the original mark as soon as practicable.

12.2       A change of course will be signaled by an RC boat in the vicinity of the Mark L by displaying flag “C” with repetitive sound signals.  (Changes RRS 33.)  The change will be signaled before the leading boat of the affected match has rounded Mark 2, although the replacement mark may not yet be in position.

 

13    TIME LIMIT

 

    The time limit for each match is 45 minutes.

 

14    RETIREMENT

 

A boat that retires from a match shall notify an umpire boat as soon as possible.  The other boat in the match shall sail the course until excused by the umpires.

 

15    BREAKDOWNS AND TIME FOR REPAIRS

 

15.1       Before the attention signal of a flight or within two minutes of finishing, whichever is later, a boat may display a white flag to signal breakdown or damage to the boat or her sails or injury to her crew and to request a delay to the next start.  She shall sail as soon as possible to close to leeward of the starting/finishing line RC boat and remain there, unless otherwise directed.

15.2       The time (if any) allowed for repairs shall be at the discretion of the RC.

15.3       After the attention signal of a flight, a match will not be postponed or abandoned due to breakdowns or the display of a breakdown signal.

15.4       Failure to effect repairs in the time allowed, or breakdowns after the attention signal which are not caused by another vessel required to keep clear or give room, shall not be grounds for redress.  (Changes RRS 32.)

 

16    BOW SPRIT LIMITATIONS

 

16.1       The bowsprit shall not be extended until the bow of the boat has passed ark W.

16.2       The bowsprit shall be fully retracted before rounding Mark L.

16.3       If a boat breaks SI 16.1 or 16.2, the umpires may give one warning before giving a penalty.  When the umpires decide that a boat is to be penalized for breaking SI 16.1 or 16.2, she shall be penalized by signaling her under RRS C5.2(b).

 

17    PRIZES

 

    The winning club shall receive the Richardson Cup Trophy.

 

18    DISPOSAL OF TRASH

 

Boats observed discarding trash over the side shall be subject to protest.  The penalty for breaking this SI shall be at the discretion of the jury and may include disqualification from all races sailed on the day the infraction is observed.

 

19    CODE OF CONDUCT

 

19.1       Skipper and crew shall comply with any reasonable request from any official and shall not behave so as to bring the event into disrepute.

19.2       Crews at all times shall handle the boats and equipment with proper care and seamanship.

19.3       The penalty for breaking SI 19.1 or 19.2 shall be at the discretion of the jury and may include exclusion from further participation in the event or the withholding of damage deposits, or both.

 

20    DISCLAIMER

 

20.1       All those taking part in the event do so at their own risk and responsibility.  The OA and its officers, employees, members and volunteers, and all others involved with the organization and running of the event, accept no responsibility whatsoever for loss, damage, injury or inconvenience that might occur as a consequence of participation in the event, however caused.

20.2     Attention is drawn to RRS 4 which states, “A boat is solely responsible for deciding whether or not to start or to continue racing”.
